課程大綱	行政法教學大綱 行政法為規範行政機關行使公權力之法律體系，與人民權益息息相關。本課程從理論到實務，系統性介紹行政法的基本概念、原理原則及其運作機制。 課程目標 掌握行政法基礎理論與實務運作 培養行政法律問題分析能力 強化法治素養，維護自身權益 課程內容 第一部分：行政法基礎理論 行政法緒論與憲法關係、行政法法源體系、行政法基本原則、行政法之解釋與適用 第二部分：行政行為形式 行政處分理論與實務、法規命令與行政規則、行政契約、事實行為與行政計畫 第三部分：行政組織與救濟 行政組織法制、公務員法制、國家賠償與補償、行政救濟制度 教學採案例討論、法條分析與實務見解研析等多元方式進行，著重培養學生獨立思考與問題解決能力。 # Administrative Law Syllabus Administrative law is a legal system governing the exercise of public authority by administrative agencies and is directly related to the rights and interests of citizens. This course systematically introduces the basic concepts, principles, and operational mechanisms of administrative law, from theory to practice. ## Course Objectives - Master fundamental theories and practical operations of administrative law - Develop analytical skills for administrative legal issues - Strengthen legal literacy and protect individual rights ## Course Content ### Part I: Fundamental Theories of Administrative Law Introduction to administrative law and its relationship with constitutional law, sources of administrative law, basic principles of administrative law, interpretation and application of administrative law ### Part II: Forms of Administrative Actions Theory and practice of administrative dispositions, administrative rules and regulations, administrative contracts, administrative acts and planning ### Part III: Administrative Organization and Remedies Administrative organization law, civil service law, state compensation and indemnification, administrative remedy system This course employs diverse teaching methods including case discussions, legal provision analysis, and practical interpretation reviews, emphasizing the development of students' independent thinking and problem-solving abilities.
