Course Objective 氣候變遷儼然已為全球邁入21世紀所面對最嚴峻國際環保課題，對非聯合國氣候變化綱要公約締約國及屬於外銷型新興工業國家的台灣，正處在發展轉捩點上，為維持國家競爭力，國內應擬訂更積極之節能減碳政策，並著手研擬調適衝擊方案，同時加強與國際間合作，進行減碳政策、技術與經驗交流，以推動碳市場之國際接軌，並確保環境、經濟、社會之永續發展。本課程將介紹溫室氣體與氣候變遷之關連性、國際溫室氣體管制相關公約、我國溫室氣體管理現況、溫室氣體減量政策與經濟工具、及溫室氣體衝擊調適與節能新技術等，期藉由本課程使之瞭解全球暖化成因與後果與國內外溫室氣體管理現況與法規要求，以提升我國於氣候變遷因應之認知。 This class introduces scientific, economic, and ecological issues about the threat of global climate change, and the Policy Instruments of greenhouse gas management. This course examines the interconnections of international politics and climate change. It includes Green House Gas inventory, carbon tax and emission trading, Voluntary approach and other greenhouse gas management policy tools. It explores an integrated approach to analysis the benefits of greenhouse gas and air pollution reduction measures, and related model development.
