Course Objective 由於重大工程建設陸續開發，對環境之衝擊也日益明顯，因此環境影響評估制度之建立與執行也極為迫切，環境影響評估確能有效抑制開發工程中所可能形成的污染行為，本課程之目的即在介紹環境影響評估制度的演進、各國相關之評估法制、環境影響評估之應用、評估方法（專家委員法、圖形重疊法、矩陣法及網路法）、評估流程及環境影響評估之追蹤考核等單元，期使選修者，對環境影響評估建立正確和科學的認知。 EIA (Environmental Impact Assessment) is interdisciplinary and involves large numbers of different practicals.In this course the theory will be firstly introduced,then the case studies will also be discussed.

Course Schedule ◆課程簡介概論，環境基本法（環保署網頁）環境影響評估架構 ◆各國EIA制度介紹，環境影響評估法（施行細則）認定標準（法規歷程）、作業準則、技術規範環境現況描述（地形、地質、土壤；環保署資料庫）空氣預測與評定；彰化火力電廠噪音預測與評定；大巨蛋水體預測與評定；中科四期 ◆期中考生態、文化、社經（含交通、景觀遊憩）預測與評定；美麗灣環說、環評、環差、變更內容對照表；蘇花高 ◆我國環評爭訟案例、公眾參與 ◆我國環評追蹤、監督；video；健康風險評估；綜合評估

Evaluation and grading policy 1. 隨堂表現 30%（如隨堂討論、EIA新聞評論等） 2. 期中考試 40% 3. 期末報告 30% （環評委員角色：分「物理及化學類」、「生態類」、「景觀遊憩及文化類」、「社會經濟類（含健康風險）」四類）各組角色扮演：1. 開發單位（含技術顧問公司）、2. 環評審查主管機關、目的事業主管機關及、3. 民眾、（環保）團體。
